Without a doubt, India has serious challenges on the sanitation and clean water supply front. Once again, empowering the Gram Sabhas to manage their Sanitation and Water supply needs might be the best course of action. If a public toilet is not cleaned shouldn't those in the area have the right to take those responsible for the cleaning to task? Shouldn't they face tough action from the local people? The Gram Sabhas can serve as the perfect forum to determine, manage and develop their sanitation and water supply needs. Gram Sabhas should have the power to employ whatever number of people needed and hold them accountable. Rather than provide free toilets to people under various schemes, those interested in constructing toilets in their homes may be either provided a loan or they may be asked to work on some community project in lieu of funds granted. The Gram Sabha or mohalla sabha should be responsible for constructing, wherever needed, and maintaining public toilets. They should also be collectively responsible for general cleanliness and upkeep of the entire area. They should have the power to impose fines on those who do not maintain cleanliness and hygiene despite repeated warnings.
