Roads in villages and internal roads in urban mohallas are in need of desperate repairs. It is not due to shortage of funds, which we are made to believe. It is either because the same roads get repaired many times a year whereas others are not attended to or because inferior quality material is used in its repair. Information obtained under RTI reveals that many roads have been repaired only on paper. Even when corruption was exposed, no action was taken against guilty officials.
These internal roads should be within the jurisdiction of mohalla sabhas and Gram sabhas. People should decide which road to be repaired first. Payment should not be made to the contractor unless people issue a written certificate of acceptance of the work performed at a mohalla sabha meeting. If corruption comes to light, mohalla sabha should have the power to suspend the officer, withhold his salary and impose penalty. The mohalla sabha may even direct the police to register FIR
